At minimum if you were to not move outside the beginning instance, if you were to get to level 80 (ie: tomes of knowledge), you will have exactly enough hero points to unlock all skills and core specializations. If you want to unlock an elite, I suggest going to PoF via the Spearmarshal's Lament if you have it and go through the hero points you find. Then, if you still need a few more, go to HoT and do the place of power hero points.
If you unlock everything you can on one char (2 elite specification) you would be left with 404 hero points. Many assume that this is enough to unlock the next elite specification. At least that was the case with PoF, where we had enough hero points in core+HoT so that we could unlock the new elite specification at once.
